I. The Basics

A. Each team will consist of 16 positions.  This will be 14 players and two Defenses/Special Teams.

B. The starting lineup for each team will be as follows: 1 QB, 1 RB, 2 WR, 1 TE, 1 K, 1 WC, 1 Defense/Special Teams.  The WC is an abbreviation for wild card player; this player can be a RB, WR, or TE.

C. Players must be in or out of the lineup at their corresponding game time.

D. If no lineup is submitted by the accorded time, the previous week's lineup will be used.

E. Once lineups are selected, they can be changed as often as the owner likes, as long as all changes are made prior to the player’s corresponding game time.  Once a player’s game has begun, he can no longer be switched in or out of a lineup.

II. Scoring

A. Rushing yardage is worth 0.1 points for each yard.

B. Receiving yardage is worth 0.1 points for each yard.

C. Passing yardage is worth 0.05 points for each yard.

D. Touchdowns rushing or receiving are worth 6 points, passing for a touchdown is worth 4 points.

E. Throwing an interception is a penalty of 2 points.

F. Losing a fumble is a penalty of 2 points.

G. Extra points are worth 1 point.

H. Any field goal 30 yards or less is worth 3 points; after 30 yards, every yard beyond 30 gains 0.1 points.

I. Defenses score in a number of ways, as described:

Shutout: 6 points

No Shutout, but opponent scores < 7: 3 points

Turnovers: 1 point each

Defense/Special Teams TD: 6 points

Safeties: 2 points each

Sacks: 1 point each

I. Two point conversions are handled as described:

Rushing or Receiving: 2 points
Throwing: 1 point

J. The total points accumulated by the starting lineup of the competing teams determine the winner of the game.

K. Ties: During the regular season, tie games remain ties. During the playoffs, the following format will be used.

            a. The first tie breaker will be the highest scoring bench player for each team for that week; the team with the highest scoring bench player will be deemed the victor.

b. If those two players are tied, then the second tiebreaker will be the next highest scoring bench player on each team for that week…this will continue (if necessary) through all eight bench players.

c. If all eight pairs of bench players are tied, then the higher seeded team will get the victory.

III. The Draft

A. The draft will consist of 16 rounds.

B. The draft order will be decided by using a predetermined order which is fair to all teams.

C. For the first four rounds, there will be 120 second time limit per pick. For rounds 5-8, there will be 90 second time limit per pick.  For rounds 9-16, there will be 60 second time limit per pick.  If no choice has been made, the next team in the order can choose, then the slow team gets another chance. If still no pick is made, they must wait until the end of the current round.

D. Only in extreme circumstances is it permissable for a team owner to not be present at the draft.  If this occurs, the team will be drafted by another person or persons, or by the commissioner using a systematic approach.

E. It is highly recommended that each new team have a name by the end of the draft.

F. Teams will be placed into divisions, and the schedule will be decided, at the end of the draft.

G. Teams will be allowed to hold up to two players from their previous season's final rosters, providing the players were drafted by that team in rounds 6-16 and on the roster of that team for the entire season.  If a player is held, the team may not draft a player (for the current year's draft) for the round in which the player had been drafted the previous year(s).  A player may be held only twice; in other words, you may have a player on your roster for a maximum of three years.

IV. The Season and the Playoffs

A. The schedule to be used will depend on the number of teams in the league.

B. Ten team league: Two divisions of 5 teams each. Each team plays the teams in their own division twice, and the teams in the other division once for a total of 13 games. The two division winners and four wildcards make the playoffs. The division winners get first round byes, and the wild cards are seeded #3 - #6. Seeding is based upon won-loss records, head to head results, and total points, in that order. In the first playoff round, #3 plays #6, and the #4 seed plays the #5 seed. After the first round in playoff week 2, the lowest seed remaining plays the #1 seed, (of the two divison champs), the other winner from first round plays the #2 seed.  There is also a 5th place game between the teams that lose in the first playoff round. There will be a first place game and a third place game on Championship Sunday.

C. Twelve team league: 3 divisions of 4 teams each. Each team plays the teams in their own division twice and the teams in the other divisions once for a total of 14 games. The top two division winners are seeded #1 and #2, (and receive first round byes), the remaining division winner get the #3 seed, and the next three highest teams are wild cards seeded #4 - #6. The remainder of the playoffs is the same as for a 10-team league.

C (ii). Consolation Playoffs for 12 team league:  This is a playoff system for those teams that place 7-12.  The format would follow the regular playoffs:                 first week, teams seeded #7 and #8 get a bye, team #12 plays team #9, team #10 plays team #11.  Second week: lowest remaining seed plays #7 seed,             the other winner from the first round plays #8 seed, and the two losing teams in the first round play for 11th place.  Third week: consolation championship             game and 9th place game.

D. Fourteen team league: Two divisions of 7 teams each.  Each team plays all the other teams twice for a total of 13 games.  The two division winners and five wildcard teams make the playoffs.  For playoff week #1, the top team is seeded #1 and gets a first round bye; the other division winner is the #2 seed, and plays the #7 seed; the #3 seed plays the #6 seed, and the #4 seed plays the #5 seed.  Seeding is based upon won-loss records, head to head results, and total points, in that order.  For playoff week #2, the lowest remaining seed plays the #1 seed; and the other two remaining winning teams play in the other semifinal game.  For the three teams that lost in playoff week #1, the highest seed among them gets a bye into the 5th place game; the other two teams play to determine who will play that team in the 5th place game.  There will be a first place game, a third place game, and a 5th place game on Championship Sunday (playoff week #3).

C (ii). Consolation Playoffs for 14 team league:  This is a playoff system for those teams that place 8-14.  The format would follow the regular playoffs:     first week, the team seeded #8 gets a bye, team #14 plays team #9, team #13 plays team #10, and team #12 plays team #11.  For playoff week #2,         the lowest remaining seed plays #8 seed, and the other two remaining winning teams play in the other semifinal game.  For the three teams that lost in         playoff week #1, the highest seed among them gets a bye into the 12th place game; the other two teams play to determine who will play that team in the     12th place game.   There will be an 8th place game, a 10th place game, and a 12th place game on Championship Sunday (playoff week #3).

V. Drops/Adds/Trades

A. Each week at a designated time and place, the team owners will meet to boast of victory, or bemoan defeat. At this meeting, it is possible to drop any player on your roster, and pick up any undrafted player who is available.

B. The first two weeks of Drop/Adds are free. After that, a $1 fee will allow unlimited drop/adds for that week.

C. Drop/Add meetings will be held each week, beginning with the week after week one’s games.  The last week of Drop/Adds will occur after the NFL’s week 16 games.

D. The order of Drop/Adds during the regular season is from worst record to best, with lowest total points being the tiebreaker for teams with identical records.

E. The order of Drop/Adds during the playoffs is determined by playoff seeding.

F. Trades: Any trade between teams must be an even player swap, so that the rosters remain at 12 players and 2 defenses.

G. All trades must be approved by a majority of the non-involved teams. This is to avoid late season fire sales, and shady dealings in general.

H. Any proposed trade must be sent to the league commissioner via email by Noon on Tuesday.  Votes from non-involved teams should be cast by that week’s drop/add meeting by a) sending an email to the commissioner (or proxy commissioner, if the commissioner’s team is involved in the trade); or b) being made at that week’s drop add meeting.  The majority of received votes will determine if the trade is acceptable.

I. The cost of a trade is $1.00 per player involved in the trade, and can be paid in any fashion which suits the trading teams. Exception: Trading of draft positions during the draft (prior to selection of players in that position) is free.

J. It is permissible to trade a current position player along with a draft selection for the following year to another tam for a current position player and a draft selection in the following year.  Should one or both of the owners in the trade not return to the league in the following year, the draft selections shall revert back to their original teams.  Teams may trade only one future draft selection in a given year.  Traded players do not retain any held player rights for the subsequent year(s).  No team is allowed to hold a player in a draft round that has been traded away.  For future drafts in which a team had two selections in the same round in a previous year, only one of those players may be held.

K. The last opportunity to trade players occurs at the weekly meeting following the 10th game of the season.

VI. Fees/Prizes

A. The league entry fee will be $60.

B. Zero Rule: any player submitted in a weekly lineup (or carried over from a previous weeks' lineup if no current lineup is submitted) who scores zero points or less will cost the owner a fee $.25.  This money can be used for a variety of purposes, which will be decided by the owners.

C. Prize money (for a 12 team league) will be given as follows:

12th place: $0

11th place: $5

10th place: $10
